Greg's statement applies worldwide .However, councillors react to voters, voters do not yet see this as an issue. Pot holes in roads, schools, local social care etc etc all have higher priorities. Energy efficiency is not sexy. Climate change, always someone else’s issue. Legislation fragmented to nonexistent.
2of2> Energy action is ephemeral, like a Mayfly.. lasting only as long as the next councillor energy champion’s office term ,or misguided funding stream cycle. No long term policy, and always at the end of the dogs tail. My conclusion. Buy a house well above sea level and plenty of tinned beans, plus a big stick to beat off those who want your house and beans when the proverbial hit the fan. Few are listening, even fewer are bothered. Whistle while Rome burns. Er nope sleep while Rome drowns.
