Might I suggest, using the cvar "mat_dxlevel 70"

This basically makes the game use the DirectX 7.0 assets, and forgoes DirectX 8 and 9 special effects.

I run it on Direct X 6 (Yes it actually is supported) with everything on high.

I can run on DX 9 640x480 on medium, but I prefer DX 6, because they look kind of similar, just some lighting differences.

On HL2 DM and CSS run 1-5fps on the Valve maps, on HL2 DM, I have to play on a server with small custom maps 20+, and on CSS, I play GunGame maps 17+fps, low settings on everything.

With an Intel GMA 950 integrated graphics processor, you don't really have a choice if you bought a laptop since laptop graphics are unupgradable. I am hoping that the "Dual-core" Centrino 2 will be more than enough to compensate for the weak graphics card. Laptop with either ATi and Nvidia graphics are either ridiculously expensive or is not an option.

Not everyone can afford a "gaming" laptop.

100% good for everything else, and they've hit 40 FPS on Batman Arkham Asylum and Dragon Age Origins. Looks like Far Cry 2 and GRID are playable too. Is that not crap?

There is simply NO WAY to get Bump Mapping on DX7 in Source, go try it, you simply can't.

Bump Mapping needs Pixel Shading (ie at least DX8.0).
