At least in the US, seat belts weren't required until the 70s or 80s. My parents and grandparents never wear seat belts because they're just not used to it. They don't think to put them on unless they're driving down the highway at high speeds.

@jd8571 Andrew responded in a much more diplomatic way than I have in the past. He was there "for business not pleasure" and the journalist was goading Andrew into a sensational response. Andrew was annoyed at the repeating of the question even though the initial answer he gave was VERY diplomatic.

I would have told the reporter to "fuck-off", but then again I can because I am not a royal.

And all the money is spent on Charities and diplomacy missions for Britain and the Commonwealth. The common misconception that they cost money is because it is not known that the Queen pays back all the other Royals money and gives all her earnings to the country. They recieve 7.9 roughly a year and give back over 100million.
