If you're just starting out I would not go past 10 hours a week to start and increase the intensity and length no more than 20 percent a week. Take at least one day completely off (or take a very leisurely ride). You can also throw in one of those famous "hill climb" days in there.
Do lots of base miles leading up to the summer that once you actually start training your legs are ready for the work. These miles are not to be too fast or slow, just a little past "comfortable" to get the legs used to riding again. Once I have my base miles in I try to a Intervals days (medium length bursts in intesity followed by spinning the legs a big. about 5-6 sets of those), a distance day, a race pace day and then a sprint day (where I all out sprint and then do some time spinning)

Dude! I've always wondered this... But I think some of it has to do with the footage decided on by expert village and problably not so much the "experts" they interview. I dunno, but a lot of expert village vids either the video doesn't do it justice, or they have clearly gone to the wrong "expert" for advice.
