Arcane ring potm is viable when u have an ultimate that costs 250/300/350 mana, a spammable AOE skill and a 5 sec stun that should be used everytime the cooldown is up. And still have enough mana to leap away from danger.
same old pudge blind hooks and potm arrows. try this vid dota extinction and find something unusual.

Arcane ring for mirana was payed buy half buy pudge :)
So it's viable when 2 heroes need mana!
