I do not have IIS listed in my Windows Components. I have XP Home Edition SP 3.

xp home doesn't have iis. only xp pro.

if windows xp, you have to get the windows installer cd. I haven't heard about windows 2002 before but anything related to iis installation, first you have to get the windows installer cd first, then you can install it
