no i didn't. my best friend tald me about that later after i did this. i just used the the Gaussian Blur tool after i made two layers. one for the small bubbles and another for the big ones. that was also after i made them trasparent also before i even put them on the layer.

I'm guessing by layering different hard round brushes with different opacy's.
