It has nothing to do with fanboyism, it's just that many top players, especially the ones from Japan, spend more time playing the arcade version than the console version, so to keep it fair for them they stick to the starting roster. But if a tournament is focused on the console players, they usually have the roster unlocked fully. Now that Super SFIV is out, and there's an arcade version coming soon with all the chars + maybe some new ones, I predict we'll see people picking more characters.

Here's what Cheat Code Central posted. It worked for me and it'll work for you, too! :-)

Successfully complete Arcade mode with Akuma (Gouki). Then, play Arcade mode with any character you have already completed the game with and the rounds set to one. Get at least one "Perfect" victory, three "Ultra" combo finishes, five "First Attack" hits, and do not lose a single round to fight Gouken after defeating Seth. Defeat Gouken to unlock him.
