It's a reality warp.
In Superman 2, he makes dopplegangers of himself, but they are only illusions.
In Superman 3, his true "good" self rebels against the evil side and they actually become seperate beings.
They are both Superman, and they are both "real" within the fictional universe. That is, it's not an illusion.
