@qaz474 I personally thing this video is real, but I would like to point out that it would only take an amatuer with Adobe After Effects CS4 to make a video just like this. You can easily make two layers of video, and on the top layer put the video in and speed it up. Then mask out the top 1/3 of the video and in the lower layer replace it with the original slow footage. Then on the top part of the video you would see things movie at normal speed and everything in the lower part would move fast.
