Simple: the office of apostleship, in the bible, is reserved who saw Jesus in the flesh, not just somebody who plants a few churches. If Paul hadn't run into Jesus He wouldn't have the right to call himself apostle.
That wasn't an exclusive statement. Seeing Jesus in the flesh was one of the prerequisites. The title "apostle" has the idea of being sent personally. The authority of the apostle is in the one who sent him, the authority of a preacher is in his message.
The words "apostle" and "preacher" are in the Bible. The definitions are in lexicons and concordances. While you're in the concordance, you can look up all the places where "apostle" and "preacher" show up and that should answer your question.

Maybe this will help you. Try finding an apostle in the bible who didn't see Jesus in the flesh. He did give some apostles: Paul and the rest of the 12, and Jesus himself if you want to get technical, but the all saw Jesus. When he wrote that, there were still living apostles around, eye-witnesses of Jesus' ministry.
so if thats the case that should mean that in order for apostles, evangelists, prophets, pastors & teachers to be called they should have seen Jesus in the flesh???

But i will say this: The fact that Paul said that God gave some apostles, prophets, etc. does not mean there still has to be some around today. "gave" is past tense. Now niether does it mean there are none today. But the point is that the passage has nothing to do with the amount or time slot of these people, only thier function...
