When they finally did come up with the actual bill they were talking about he stated that it had something to do with disaster and refugees. As for the barbed wire, they referred them to ICE, so that could easily mean it's filled with illegal aliens, or other foreigners being detained that they don't want to escape. I don't think these congressmen at the end are guilty, I think they were just bamboozled. A lot of congressmen/women don't read anything in those 1,000+ page bills, just get briefed on it, vote, then get on with life. It's the lawyers and original creators of these laws that know the loopholes in the system and its intricacies; these are the ones responsible. Look it may not be a giant conspiracy that the government is planning on killing us all, although it's possible no doubt. Maybe they have intellegence on a worldwide disaster coming like a meteor hitting as described in revelations...a third of everything dies. Maybe nasa has spotted the big one we cant stop. wouldnt be the first worldwide disaster. I call BS on the Van Norman Reservoir as a FEMA camp. The place is not as well protected. For crying out loud, its a low chain linked fence with barb wire that you can find in Home Depot. A car about a mile away is not security. I would protect the reservoir from people who try to contaminate the water supply, so its normal. As for the power lines, its a big city and the power lines run through the area. This Conspiracy Theory crap is ridiculous to name this location as a FEMA camp.
