When the West started industrialising there were no examples of any already-industrialised countries for them to learn from, so they had to figure out everything from scratch. But today China has lots of examples to learn from, so her situation is different.

And I don't see what being highly industrialised has to do with having a fair and just government. And since China is so rich she could run an olympics etc, who not use all the money to build a just and fair society for her people?
