Since it was established that Nagus is a very powerful and smart investor and schemer, it is unlikely that Mog's reforms would've resulted in him being Nagus for long. For perspective, it's like expecting Islam to reform simply because a Muslim woman posts nude pictures of herself. No way The Ferengi change. So maybe sentiment ain't so bad.
I remember seeing that episode at a Star Trek club meeting . When Quark thought he was going to be Nagus and went on about his reforms the audience cheered. We were disgusted at the outcome. Fuck you Rick Berman.
Despite what Quark said in The Jem'Hadar, the Ferengi practiced slavery, piracy, hostage-taking, anti-competitive monopolies, and the total subjugation of women. That's hardly peaceful. The only reason they didn't attack with torpedoes blazing very often is that they wanted to protect their booty.
