To be totally technical, the Constitution only said that the search must be "reasonable". Courts and legal procedure introduced the concept of a warrant to determine what actually constitutes "reasonable". That is, you have to explain it to a Judge and get him to agree. But the Constitution itself just says "reasonable."

I don't know about that. Directly after WW2 the US stole/kidnapped all of the German technology and scientists. We also gave refuge to a large portion of their command infrastructure. It's no coincidence that we had the McCarthy era and still have fascist alphabet soup agencies like the DEA and CIA (who often work together to actually smuggle drugs and weapons by the ton; see: Iran Conta etc. etc. etc.).
