Our responsibility should be, as it is for each and every individual, to ourselves first. If we are in dire straits, as our military is now - stretched too thin - we are in no condition to help anybody that really deserves or asks for our help. Gorbachev opened up it up with reforms and exposed it's economic collapse from the inside out.
