Saw the same thing in Spring, Texas around 1984. Giant Bright white light grew pinnacles on the top and bottom and retracted back and forth about 3 times getting longer each time as if to touch the ground with the bottom pinnacle, and then started growing back together the same way until there were no pinnacles any longer and then the giant bright ball vanished. It was winter time in December before sunrise, saw it on the way to work on a Sunday morning to do annual store inventory audit.

I, and a few other people in my rocketry club, actually did know about the launch in advance, and I posted a video on YouTube before the nightly news even mentioned it. I wouldn't blame anybody for getting confused and excited about seeing it, though... anyone who didn't know what it was would probably call it a "UFO".

But, NASA did put out word that the launch was going to happen... you can't blame them if the news didn't pay any attention, and decided to run it as a "UFO" story.

I saw it from Montoursville, Pennsylvania. After reading that the NASA CARE rocket launched yesterday it's obvious that that waswhat it was. A bright point of light about 5 degrees to the right of Jupiter illuminating a V shaped area of cloud when there were absolutely no other clouds in the sky. Did not appear to move, just slowly dimmed out and was completely gone in 10-15 seconds max. 4 of us were out observing Jupiter at the time so we we looking in the right place at the right time
