There is God's Boulema (will) - meaning what God allows or his resolve. There is God's Thelema (will) Meaning within God's Character or desire. So the Devil and all fallen angels and sinners and everyone fulfill God's will (Boulema) but only a chosen few fulfill God's will (Thelema). I believe God is good to be that way. I do believe in predestination

But you went overkill from there. Your crystallized 'resolve' vs. 'desire' SLID into God does stuff he prefers not to (ie, child rape, pre-damned people). The term "God's Will," is so misunderstood. In the Greek "Will" in the Bible has two words. 1 Boulema - which means "God' Purpose." and 2 Thelema - which means "God's Character, or What God wishes to be done by man." A Christian is to fulfill God's Thelema , so we take on God's Character = Perfect Loving-kindness, Judgement, and Righteousness. So it can be said, Everyone, including the Devil, fulfills God's Boulema (purpose), but very few fulfill His Thelema (image/Character).
