Basically, Henya is ill because she was suffering from PTSD due to bad experiences in the Holocaust.  She cut her hair off because of lice and the fear of her daughter getting typhus which can be spread by lice.

Um, all of you who are talking shit about the mother must not know Hebrew. In the film, the mother (who is a Holocaust survivor) has a mental illness and in this scene is convinced her daughter has lice. THAT'S why she's cutting off Aviya's hair and putting it in kerosene.
