I assigned one to 0 and 1 to 2pi/9 and so on.
So the conversion is n=2n*pi/9. After about 20 min, it became clear
that this is a form of shorthand for phase addition in waves. Addition, subtraction, division and multiplication all work as advertised.
Give it a shot, but know this isn't magic but it does simplify it
so the mind can see the phase of the waves much easier.
Let me know what you find too.

He didn't randomly started to add the numbers, only when the numbers add each other and there is more than a single digit. In the positive direction logically the numbers multiply and on the negative direction they divide. The reverse of multiplication is division. Simple fractals math.
