I think it's an intro to fighting him. Isn't he the first boss fight? Plus, you always hear his whistle before he appears, right? And it would make sense that this comes before the ending if it comes before you fight him.
@Gauntlet101010 I don't think so. The scene implies Protoman is remembering Megaman, so it can't be before you fight him. It's just like the Megaman 3 ending where Megaman remembers Protoman.
Now this is truly an awesome ending cutscene. Why oh why did they not include it? This leads me to wonder, do all the characters have brief ending scenes?
