This is The All Knowing Vortigaunt, I dunno how he got there... You're supposed to meet him in the water hazard level, it's an easter egg. Search for "The All Knowing Vortigaunt location" on youtube.

On the PC, if you spawn a Vort, every time you press E at a Vort, they will talk, and say the same things in this video and they also just say something automatically every once in a while if you are near them, they have a ton of random things to say. If you noticed a voice change, in Episode Two, a different actor did the Vort voices. On the PS3 in Eli's lab, I noticed the Vort will eventually ask you to stop bothering him, he will wave his arm up, and be silent.
