From a firefighting standpoint, that makes sense as it's sometimes easier to count down from the top. Topography, parking decks, etc...can cause first arriving units to miscount the number of floors from the ground up. Fire companies can then end up going to the wrong floor on the interior.
now please tell me if i am off base with this, but it looks maybe like it was something on that outer porch that had extended into the apartment? but not being at that fire and having no experience with the BCFD I really have no clue. it just looks like too much fire too low on that balcony...
Gosh, I never liked ladders, Ours is 55FT and Im afraid of that. These guys got balls.

I'm not saying you are wrong, but in some areas ground floor is counted as floor number 0. Perhaps not in Baltimore though.
