I don't know what the circumstances were when your sister met her. But my friends and I met her a couple of times. She was really nice and very encouraging. She's down to earth.
I think your sisters expectations of such encounter with a total stranger were maybe a little high. For an experiment, she should stop random people while they are out trying to do shit, and make them stop and talk to her, and see how many of them come off as stuck up.
Her stoner character made me laugh to the point of tears, but that doesn't mean I should feel free to go up and ask her a bunch of questions she's heard 50X before while she's buying a box of tampons and bottle of Motrin.

@findthesublime Maybe your sister is not aware that after a show, the performers have to hurry up and put their gears aways to clear the stage for the next show.
Do you know how may instruments and props are on the stage? It's a lot.

My sister loved her until she met her. She told me she was super stuck up. The whole awkward thing in interviews is supposedly just an act.
