Actually there are four rocket admins. Also you can only battle Giovanni in an event activated by a special event Celebi. With it, you can go back in time to see Giovanni abandon his son, Silver and then you battle him at the time when the rockets have taken over the radio tower and he hears them calling him in his hideout.
