Kombat Armouring is primarily an armoured vehicle builder, not strictly a carmaker; powerpack outsourcing is commonplace in this kind of industry regardless of country of origin. What you call "80s engine" still propels this vehicle to a topspeed of 180 km/h and it still is the fastest all-terrain armoured vehicle in current production.

Russians design some of the most formidable engines out there for their military vehicles, from tanks to ballistic missiles carriers. An armour company's choice to go with foreign-sourced engines; especially a private company, do not have any bearing on Russian engine-making capabilities.
