So those around the farms will be armed, healthy, strong and powerful and the weak government won't have the ability to keep the cities safe, and keep its citizens happy and well fed.
Reality is that if the small farms are the only source of food, the people who own them will be the only ones with currency to defend them. The farmers will be more influential than government. They will be able to coerce the local neighbor hood to back them up because the neighbor hood will be eating, and strong and in good shape.
The government will be weak and powerless growing more and more weak and appearing less and less attractive to its own citizens.
Rationing? How are they going to do rationing? Expropriate peoples farms? I don't think so. If you want to know what happens when countries nationalize farms look at the history of agriculture in USSR.
More likely they'll want to expropriate but instead whoever they send to do this will get their heads blown clean off.
This is a typical liberal politician - using the power of the government to beat the people into submission through rationing. "The government is far more intelligent that the people it governs." VERY SCARY.
