In windows movie maker I set the transition rate between frames to the min (.13 sec) then I just made a ton of pictures. Hope this helps!

Its been a while since I did this but I believe you go to Tools >> Options which opens the option window. Click on the Advanced tab ans set the 'picture duration' field to .125 seconds. Let me know if you have trouble.

I used windows movie maker. Comes standard with any windows operating system. I just had to upload each individual picture and make it last approx .13 seconds (which was the fastest I could make it move)
