I don't think Roberts understands the nature of the European Monetary Union. The Euro countries have already given up much of there sovereignty when they adopted the Euro. They went from being creators of their own currencies to users of a currency they do not control and cannot create. This means that they are in the same situation as American states, they must fund their budgets by taxes or in the market. They must do this with the absence of a central fiscal authority able to tax & spend.
