the cost of overall medical care will decrease if the seniors when they move to medicare have had better care to begin with. If everyone has coverage from birth surely the health of everyone will improve. A mom can take her kid in for a routine check up at no cost and the doc. can catch a problem before it endangers the kid's health. No deductibles to worry about. Healthier kids are no doubt healthier adults.

One extra point on the Medicare - people over 65 is the most expensive group to cover. They consume much more healthcare than the younger population.
Adding the other groups will not be like stacking the costs. People older than 65 normally consumes 40-45% of the total healthcare costs.
This means, 4% of GDP today - 10% with all covered. This is approx 5 000$ per capita. Today you pay 7 000$ for health care!
But then must the rising costs for Medicare be solved - but that is next problem.
