Bz2384 is right, When you pull out a gun you better damn well use it. When your a CHL holder, you never bring out a gun to brandish it, you pull it out because your life or someone else's is on the line, and when you shoot that perp, you shoot to kill. Headshots are too much of a liability, center mass is effective at close range and easier to hit. Try for a head shot and miss, better hope no one else catches that bullet. The shop owner will probably end up with charges for shooting them, doesnt matter that he was being robbed by them. He got maced, they didnt show a gun as far as I saw. He said he was in fear of his life but after he pulled that gun out the robbers were cowering in a corner, they wernt attempting to run at him or attack him at that point.

Now in my opinion he should have just shot them both in the head and it should be legal, it sucks that its not.

A home invasion or break in gives the property dweller legal right to defend, by firearm or otherwise. However, "shoot to kill" (basically head shots) can be cause to arrest the defender.

It's legal open or conceal carry in Arizona, although conceal requires a class and permit.

Open carry requires no permit, as long as 50% of the holster is exposed.

Though in my CCW/CPL course I was told nothing about a "shoot to kill" or headshot being cause for an arrest, I am *sure* you are mistaken. Though of course you are taught to aim center mass and fire your firearm until the threat stops.
