Actually if not for being Cuban he wouldn't be a politician in Miami as the vast majority of Miami Cuban voters from what I have seen are INCAPABLE of even considering non Cuban candidates regardless of how ethical and efficient they may be thus people like Rubio just by being Cuban get elected.

 Rubio isn't a crook which is more than can be said about MOST Miami politicians but self serving hypocrite he is. I can't think of a single Miami politico who deserves higher office.

That's actually incorrect. When teleprompters are used, notes are always there as a backup.

When you're watching someone reading a teleprompter, their head swings right and left and hardly faces forward.

When you are only using notes, you tend to mostly look forward.
