Yes' that's Calmira, an add-on which allows you to replace the original "PROGMAN.EXE" with a new shell whcih resembles Windows 9x' one.

Reminds me of the Calmira desktop I had many years ago; basically a 95 style taskbar and start menu for 3.1

Yes, it's Calmira (don't remember which version...). The sad thing is that a week ago I tried to turn that pc (that had been resting for a year or so) and it didn't recognize the HDD...
With an adapter, I found out that the MBR is damaged, but practically unrestorable...
So it's resting again, and waiting for a new HDD...

Just randomly, I had formatted a floppy with Calmira earlier that day as I needed one that actually worked (out of seven old 3.5" disks I grabbed from a pile, I couldn't get one that would format without errors). Now I have a P120 that runs 98SE instead of 95a (e.g. system files dated 1995) which couldn't even run Spider!
