The cat is doing this because the owner of the cat (don't know if its the owner of the video) is stroking the cats lower back you have to do this slightly hard, although not too hard as to hurt the cat. this part of the cat is very sensitive and can cause some very funny responses!. The only response i get is that my cats start to like themselves lol. This is just this cats response to the back scratch.
