All states require it....and for everyone, not just trans folks!! A marriage is not simply a ceremony but a legal document and status that comes under state jurisdiction and regulation. The requirements for a license will be different in each state. In NY it is pretty straight forward - you simply need to provide proper id (birth certificate, passport, drivers licence, etc). Took about 20 minutes and $40. and for everyone, not just transsexuals!!
