You can make the salts with out baking soda. I would opt for some type of oil like olive oil or vegetable oil as a replacement for the coconut oil rather than lotion. :)

That look really pretty.Why do you need an emulsifier for bath salts? What does it do?

The emulsifier is optional. It acts as a thickening agent (solidifying the oil). Making the salts without it works just as well. :)
