They control everything from evidence collection (or maybe not collecting it) to who gets charged with what crime. They work closely - every day - with the prosecutors and the judges. As an organization, the force (RCMP) has always felt it is not accountable to anyone but its political masters in Ottawa. Though they have contracts with the province and the municipalities, there doesn't seem to be any repercussions for organizational ineptitude or personal wrongdoing. I believe it's time to talk about the benefits (e.g. more accountability) of a provincial police force. If you wish to explain why drug crimes are victimless I'm all ears.
