The Chaser does something similar here in Australia called the Suprise Spruiker except he goes around to government buildings or the HQs of big companies and highlights to passers by, in a satirical manner, the shortcomings of the people inside the building he is standing in front of.

Best bit: When the guy tells him he's calling the cops. Good work. Love this kinda stuff.
