Israel promised to open the borders under the cease fire agreement. They never did and then they broke the cease fire by bombing in Gaza. If they had kept the promise of the open borders and their side of the agreement there would not have been any rockets or any reason for the recent war.
Israel promised to open the borders on a gradual basis tied to the cessation of rocket attacks. It is also tied to the release of shalit, who is still being held hostage.
