No, I think farmers who are farming in a freaking desert because of a gov't built dam and no water rights don't really have a claim to the water during a drought.

The salmon are a huge industry for fishermen and these little fish are the MAIN sources of their food when they return to spawn. Not to mention there are other issues and environmental interests at stake downstream that have to be weighed with the sole interests of these farmers.
