if being a captain in command of a commercial flight and listening carefully to the ATC especially during approach and departure sequences out of airports like Heathrow, O'Hare, Hong Kong, Narita etc is hard ....being in the shoes of the ATC at the same airpots is a LOT HARDER
not bad, this hong kong FIR is the one of the busiest airport in the world & i can see so many flight plan strips that consist eastbound, westbound & crossing airways. all ATC use thier imagination to expedite & manage the traffic according to the flight plan strips so that aircraft can land & take-off safely without any collision. all atc should be given the denotes name that so-called the "UNSUNG HEROES". responsible for all body lives for the rested of thier life..
I've gotten up into O'Hares tower, but my flight school had to arrange it, and you have to fill out a load of paperwork. Even for a tower at a class D airport theres lots of stuff to fill out before you can go up.
It's a flight strip, and pretty much its just kind of like a backup for the information in the computers, and sometimes the TRACON is located on a lower level of the tower, and they'll "push" or transfer the flight strip from CLR/GND/TWR control, to the TRACON below. Then they kind of just throw em out.
also, it's the most efficient way of the controllers to keep track of planes, and there is no way any information can be lost during a power loss, computer error, or a missed handoff.
They are looking outside because it's their job to do so! They're practicing control on tower! The 'clips' are called flight progress strip, certain items must be recorded on it.

its cos of the refresh rates on the monitor that the camera cant pick up, so some frames are lost, causing it to appear like this.
