That's just a sensitive area on all cats. Some cats just react more than others.

i can (gladly) tell you that your cat is perfectly normal. Lots of cats do the licking thing when you scratch them in a certain place - you may already know this now but i thought i should tell you just the same (my cat does it too). :)
