He left the banks in private hands, whilst nationalizing other things (which basically defeats the purpose) and the distribution of wealth -or whatever small amount of wealth there was- much like with the Communists, went into the hands of the privileged few, but unlike the reds, that included the Catholic clergy and old aristocrats.
The argument was, what need is there of unions since the revolution of the working man was already a success? I believe it's the exact same excuse every single communist regime made after liquidating their unions, idiot.
