However, the force GL uses to propel Downie into the boards was very minimal as you can see, he only taps him on the back and he goes flying. Most other hits like this result in CFB 5 min maj. + GM but I would of only given a CHG 2 min minor at the most. DOwnie looked like he milked it for all it was worth as well.

Are you from the Toronto Area? I've called a few in Edmonton, Not NHL, had GL in some. Seen some nasty things happen, only a few with injuries, not life altering though. Attended Dr. Randy Gregg's clinic on neck and spine injury in sport, gives you a different perspective on this stuff, at that time as a coach.
