@DBZANDWWEFAN1 ofcourse you can, you never HAVE to use the master ball. I recoment to use it on latios/latias. Normal pokeballs are very dificult for catching legendaries, but if u ever saw superskarmory, catching dialga in a normal pokeball, the first try, YES IT IS POSSIBLE. but i recomant the ultra ball, save your masterball for latias/latios.

Here's the strategy I used:

I let it keep attacking without fighting back while healing my Pokemon (with a lot of Super and Hyper Potions). When it ran out of moves, Ho-Oh started using Strugle. Two or three moves later, I used a Timer Ball.

It's a lot of busywork, but I kept my Master Ball.

See it's been a while since I played this game last and now that I'm playing it again, I'm having to use ultraballs instead of masterballs on the legendaries I haven't caught yet, so I try to come up with different ways to make it work.

If you don't have a masterball, use a fire pokemon or something else that it is strong against that you have leveled higher than ho-oh by at least five levels, bring a lot of ultra ball and/or level-balls and/or timer, or quickballs. After hitting ho-oh down to his last little bit of health you should be able to catch him no problem. Status effects such as sleep or paralyzation would help. I just caught  it last night with that method. Hope I helped.
