All southern Democratic senators voted against the Act. In the House, 61% of Democrats (152 for, 96 against) voted for the Civil Rights Act; 92 of the 103 southern Democrats voted against it. Among Republicans, 80% voted for it (138 for, 34 against) .

If the Democrats really wanted to pass this bill, as so many Blacks believe, they could have passed it without one Republican vote. If it was left up to the Democrats alone, the bill would have never passed.
