EPA does not tell anyone what to put in their water. They set MCL's that are MAXIMUM levels. If you don't like what's in your water complain to your local water authority. They are the ones who decide whether or not to put fluoride in your water. EPA just sets the maximum level they can put in.

i am concerned with the fluoride added to my water supply all in the name of saving a few teeth. i don't buy into that. i will get a distiller as sono as i can afford one. i will also likely rip my two amalgam filled teeth out soon as they are probably damaged beyond repair and it's too expensive to have the fillings drilled out. i've noticed strange odours in the air that make me sneeze and chemtrails, we are being tested on, this is normal factory pollutants either.
