According to HSWiki, the Squiddles are remnants of the HorrorTerrors who lurk in the furthest part of the Derse side. Like Prospit enters Skaia's realm, where certain events are reflected in the clouds, Derse enters this darker realm where the whispers of the HT can be heard. Rose speaks of them, referring to them as gods. Fef also talked to them, used to her monster lusus, she wasn't afraid of them, though.
