She's the Joker's "love interest" in a way. She was a psychologist at Arkham who fell obsessively in love with the Joker and ran off to become his henchwench/girlfriend-ish. Obviously with the Joker it's a very dysfunctional relationship, but he keeps her around and puts up with her.
