You lookup the chip, and the pinouts on them. And decide what kinda functionality you want... for something like the 7447 (BCD to 7-segment display driver), it's pretty clear what pins goes where, if you want to see the numbers properly.
For something like the 7493 (4 bit counter), you can use an AND gate like I did, to reset it at any number you want, you just need to know what pins are high for the number you want.

I just grabbed some standard 74xx series ICs that I had laying around...
7493 - 4 bit counter
7408 - quad 2 input AND gate
7447 - BCD to 7-segment display driver
and a 555 timer.
